Seems that the radar room is a bit confusing. It will not allow you find better targets, nor find how the other ship is designed, for that you need to scan the ship. The radar will display the power values of the opponent's ship during battle. This is displayed in a bar like that for your ship (look on the left side of the screen during a battle).
The var shows two important power parameters. The dull brown blocks, indicate your level of production. That is how much power your reactors are generating, and will drop if they are damaged. The bright yellow blocks show your excess power. This is your reserve power available to power your system.
If you have more power than needed (yellow bar), but your rooms are not powered (the yellow blocks next to each room indication), means that your room was destroyed, or you have a problem with your AI power management setup. Also as shown in the picture for the engine (last block on the right), I haven't powered it on, because it isn't needed yet (too early in the battle).
Another alternative is you don't have an excess of power (no yellow bars on the left bar) and that your rooms don't have power (empty or partially filled bar). This happens when you are demanding more power than that available from the reactors, and your rooms are starving. This happens when you don't have enough power capacity (add more reactors to your ship), you are sinking more power than produced (use better power management AI, or remove some rooms), or your reactors have been damaged (get better repair AI).
The bar that the radar shows, works the same way but for your opponent. The radar displays it on the right hand of the screen, and you can see how they are doing. As long as they have excess power, their active weapons will shoot (assuming they are restoring power to damage rooms) even if they don't have full generating capacity. You can observe a similar behavior, when you watch a replay of your ship defending. The left hand bar is then that of your opponent
