Yes and no.
First take a look at his stats
This will give you an idea what he does, and his skills
Then you need to consider your overall strategy; how are you going to fight, what weapons you want to push, any unique or personal tactic, etc
Once you done that, you need to think on your current crew. Forget their feelings, they are professionals , what are their strengths and weaknesses, what do you need to further your strategy and how could this guy contribute.
For instance, let's say you are considering the new guy Taura, and already have santa. They both are very similar; both are gassers, and most values are close to each other. So is there an advantage of one over the other? This would be easier if you had Zombie, since Taura is better boarder than zombies (even if you say heresy). Not even a contest if you have Slime, Roach or Walking Skeleton.
Santa might be trained a little more, but not much (10 points difference). The biggest difference is their attacks and best skill. Taura could have a 3.6 or higher easily, has hand and accessory slots. Taura is good at weapons and ok at engine, while Santa is good at piloting and shields. Do you want them to return to become a shields or weapons specialist. Santa could start in the hangar bay until you launched the crafts then go wreck havoc on the enemy's ship. He could also stay to effect repairs and guard your ship.
It could also come down to you don't having 1k bux to blow on a new guy. However, sometimes you need to consider if they are worth it. Taura is a hero, so you might get him through beer draws, but what is your current cost. Yours might be 100 bux, mine is 500 and I know I never get a hero on 2 draws
