Some people have been suggesting that you shoot inactive rooms for a quick win. First of all it is frowned by most players, and you might be ostracized by the community. Second, it isn't very efficient, since these rooms can have 300% in passive defense. That is almost 19 fully maxed armor blocks.
The main reason not to shoot inactive rooms (those without power bars), is that your opponent can't repair these, so you are taking advantage of a game's weakness to take your opponent down. It was long agreed and accepted by most serious players and alliances that this is bad form, and would not be tolerated. Several players have been kicked because of this transgresion.
Regardless, that it takes a long time to kill someone like this, your reputation will suffer in the community

So if the non-powered rooms have such high defense, that means they'll take about twice as many hits to destroy (using a 2×3 room as an example, which can at most have 10 armor blocks around it) as a fully-armored powered room could, so how exactly is that "taking advantage of a game's weakness"? Seems like an ineffective strategy to me.

You can't repair inactive rooms. Which means that your crew won't prevent hull damage, and your repair AI is useless. Even if you use any room < 100%, your crew can't repair
This is something new captains do, because they don't know better. A seasoned captain should know better.
