If you aren't getting any blimps, or very few, try to vpn your connection to a different country. That might help. Also don't use a proxy ad blocker.
Seems that the blimps are time of the day sensitive. I have seen different ones at different hours.
If all fails, the good old restart might help
By the way, if you are completely zoomed out, I found a stylus (the kind with the rubber balloon) to work great to grab the floating bux
