Have you noticed that some of your crew just stands next to a destroyed room? This is the crew priority, which keeps some crew from taking action. One night Citizenband described it to us, while sitting around the campfire, and watching the shadows on the walls.
The current way that PSS chooses which crew to use when several have the same target, is by their hiring date. The older one is on your ship, the more senior it is. This applies to crew you borrow from the alliance as well.
So if you have 4 crew with the same target (the action part of the AI), the system will choose the oldest ones that will fit into the room. Even if one less senior is standing next to the target. This will also prevent you from dragging that crew into the room, since there are already other crew coming to fix it (supposedly). The only way is to give one of those other crew members a new destination, then you will be able to drag the lazy bum into action.
There are a few solutions to this problem:

There are a few solutions to this problem:
- Take into consideration the seniority of the crew. After a battle, specially one where everyone survived, they will take a curtain call. That is the order from newest to oldest, from left to right
- Segment your ship. This isn't always practical, but it prevents guys rushing from one end to the other. So you can give the crew the same commands even, when these conflict with those of the other section.
- Don't issue so many similar orders. Your crew will try its best, but a room can only handle 3 crew for the regular size ones, and 2 for the smaller (AA, TT, and MD). So give the AI instructions, so the guy on the other end of the ship will not compete with the one next door. In other words, give the closest guy a Your ROOM HP < 100%, and the other guys 50%
The priority issue also affects how the crew stands in the room at the start of the battle. The most senior crew stands to the left. So if for any reason you need them in a certain order, you need to choose the crew according to seniority or get new crew. Currently you can't change the priority of your crew, since they follow the order they were hired.
Until the priority of the crew is revised by Savy, you will need to deal with it, and work around this feature/bug.
