As I understand the Full power option, applies energy at full power without steps. While the Increase Power by 1 does it over several steps. Therefore, increasing power allows less critical systems to be powered last, and other with full power first. You don't want your teleporter to be powered after a delay
Here is an example for the teleport:
Your ship hp < 50% : decrease power by 1 Enemy Teleport HP > 0% : Set Maximum Power Enemy Reactor HP > 0% : Increase Power by 1 (or whatever is your main target after the transporter) None : Set minimum Power
Most of your systems would use a Increase Power by 1, except those that need full power at the start.
