I have noticed that some crew just don't move, even when they are the closest one to the damaged room. At first I thought it was the highest level crew that reacted, but they still didn't move when it was the most leveled crew member.
However it might be the oldest crew members that get to react first. If you observe a pattern, let us know. This could make a difference in the ship's victory.

it's oldest crew: one way to determine crew seniority in this circumstance is to take a screenshot on a landing mission: crew is oldest, left to right...

This is actually pretty important... And I don't understand how it works. So the most senior crew reacts first... Ok get that, but does that mean others don't? Say you have a damaged room, senior crew reacts to fix it, moves off, the others just sit there? At what point does the next most senior crew react. They don't seem to just sit there forever, there is something more going on.... Anyone got more on this?

There are only so many spots the crew can occupy in a room. So a regular room has 3 slots, which crew can occupy at any moment. If you ever tried manually to send someone to a room, and they didn't budge, it probably was because you already had 3 others going there.
So if all your crew has the same commands, the 3 oldest guy would head to that room, since the rest couldn't fit into the room. The problem is those three might not be the closest ones to the damage.
That is why its important to know the seniority, or try to issue non conflicting instructions. Segmenting a ship sometimes helps reduce the chaos caused by this problem
